Social and economic system reflects the interaction of connected ele-ments in rather isolated structure covering production, social, ecological subsystems, scales and the ways of organizations are determined through the level of development of national economy, the resource capacity of the region, interaction level in the provinces. Rural infrastructure development has essential impact on the competitiveness of regional economy in general. There is a problem of attraction of investments into infrastructure of the vil-lage having essential impact on sustainable development of agricultural production, which reduces the rates of economic activity and, as a result, raises unemployment rate among rural youth. The level of development of rural territories is in direct dependence on the attraction of investments into agrarian sector of economy. Agrarian sphere functions on the basis of terri-torial community reproduction, environment and material resources enter-ing into agrarian and industrial complex. Procedural elements of the mech-anism of interaction are constantly operating negotiation process at all lev-els of coverage of social and economic system. In the conditions of macroe-conomic instability, the deficiency of budgetary financing development at the level of the region of the standard of development of the competition will provide the development of enterprise environment and attraction of in-vestments on the basis of public and private partnership. Such interaction will allow to use the resources of the territory and to increase social poten-tial (a standard of living, the quality of the environment) effectively. Intro-duction of the standard of development of the competition in the territory of the area can be carried out on the basis of using organizational and econom-ic mechanism of coordination in operating conditions of social corporation which purpose is directed to the elimination of social insufficiency and ren-dering services to the population, change of condition of life quality in mu-nicipal community. It allows allocating to transformation of social and eco-nomic development on the basis of the scale of spatial localization levels of coordination of interests, functions, indicative indexes of public division of labor and cooperation of production.
